The company OKTE, as, ensures the availability of measured data by intelligent measuring systems to end customers who request it, in accordance with the Decree of the Ministry of Economy of the Slovak Republic no. 358/2013 Coll., Which establishes the procedure and conditions in the field of implementation and operation of intelligent metering systems in the power industry, as amended ( IMS Decree ). The Institute of Intelligent Measuring Systems is also regulated in Act no. 251/2012 Coll. on Energy and on Amendments to Certain Acts as Amended ( Energy Act), Decree of the Office for Regulation of Network Industries no. 24/2013 Coll., Which lays down the rules for the functioning of the internal electricity market and the rules for the functioning of the internal gas market, as amended ( Market Rules ) and the Operating Rules of OKTE, as ( Operating Rules ).

 

Types of intelligent measuring systems

Intelligent measuring systems are divided according to the provided functionality

  • two-way communication between the point of consumption of the end customer of electricity and the headquarters of the intelligent metering system with the security of transmitted data and messages,
  • monitoring of electricity consumption by end electricity customers,
  • continuous measurement of consumption and supply of active energy by remote reading, the basic interval for remote reading and processing of measured data is at least once a month,
  • registration of electricity consumption and supply at several rates,
  • regular reading of the specified meter and remote transmission of measured data and the possibility of irregular reading of the specified meter and irregular remote transmission of measured data on the basis of a request from the central intelligent measuring system,
  • regular and automated synchronization of the date and time of the specified meter and other technical means of the intelligent measuring system,
  • switching of tariffs according to the current rate,
  • the possibility of changing the time of validity of the rates of the specified meter from the central measuring system,
  • registration of events of non-standard and fault states of the specified meter and other technical means of the smart metering system, their sending to the headquarters of the smart metering system,
  • the possibility of remote parameterization and updating of the software of the specified meter and other technical means of the intelligent measuring system without affecting the measuring system of the specified meter,
  • the possibility of parameterization or reading of the specified meter via the local interface without affecting the measuring system of the specified meter.

  • continuous four-quadrant measurement of consumption and supply of active energy and reactive energy, the basic interval for remote reading and processing of measured data is at least one calendar day,
  • the possibility of remote disconnection of the sampling point by command from the central measuring system,
  • the possibility of remote connection of the offtake point by command from the headquarters of the smart metering system or its local connection conditioned by remote authorization from the headquarters of the smart metering system,
  • current and power limitation on a specified scale, if the method of connection to the distribution system allows it,
  • measurement of effective values ​​of voltage and current in individual phases for the needs of the distribution system operator,
  • evaluation of the power factor in the same time intervals - bands for the needs of the distribution system operator,
  • registration of alarms and attacks of the specified meter,
  • the possibility of replacing the communication module without interfering with the measuring part of the specified meter.

Customer category 1:
Annual consumption> = 15 MWh
Maximum reserved capacity> = 30 kW or> = 45 A

Customer category 2:
Annual consumption> = 4 MWh
Maximum reserved capacity> = 30 kW or> = 45 A

  • continuous measurement of apparent energy and evaluation of other power parameters, such as arithmetic apparent power, correct apparent power, deformation power asymmetry power,
  • measuring the quality of electricity for the needs of the distribution system operator,
  • evaluation of the power factor calculated from the measured values ​​of active energy - work in kWh and apparent administrative energy in kVAh in the same time intervals for the needs of the distribution system operator,
  • interface for communication with the dispatching control system.

Customer Category 4:

  • End customer with electricity generation equipment,
  • End customer with charging station for electric cars,
  • Electricity generation connected to the distribution system,
  • End customer with equipment with adverse effects on the system,
  • End customer, where the system operator decided to monitor the power and quality parameters of electricity.
